Request for Quotations: Chelan County Mobile Water Tank Procurement

Chelan County Natural Resource Department (CCNRD) is requesting formal quotations from qualified vendors for the procurement and delivery of up to ten (10) mobile water tanks outfitted with all necessary attachments to allow for the transfer of water between mobile tanks and Fire District water transport vehicles. Once procured, tanks will be staged in areas which have limited to no water availability to aid in combatting wildfires in remote, high-risk fire-sheds in Chelan County, WA. This project is funded through the Rural Development Office of the US Department of Agriculture, the Chelan County Public Utility District, and a federally funded Community Wildfire Defense Grant.

The contracted Vendor will be responsible for tanks outfitted with all necessary attachments which meet the requirements listed below, and facilitating delivery to an agreed upon location in Chelan County. Actual delivery locations and dates may vary, and will be coordinated with CCNRD and applicable partners. But for the purposes of bidding, Vendors should assume deliver to the Lake Wenatchee State Airport in Plain, WA. The actual number of tanks procured will be contingent on available funding. The contracted Vendor will be responsible for all work including furnishing of any labor, equipment, personnel, supervision, materials and travel necessary for the final delivery of tanks and attachments. CCNRD will help coordinate and facilitate final delivery locations with the Contracted Vendor.

The bid opening date for this project is scheduled for Monday, June 8, 2026. The bids received will be publicly opened and read on this date at 11:00 AM, or as soon as possible thereafter. All bids shall be marked “CHELAN COUNTY MOBILE WATER TANK PROCUREMENT” on the outside of the envelope. The Board of County Commissioners reserves the right to reject any or all bids for cause.

Deep Creek Culvert Replacement Project

The Chelan County Natural Resource Department solicits an Invitation to Bid for the Deep Creek Culvert Replacement Project, Chelan County, WA. This Contract provides for the removal of one 3-foot diameter by 27-foot (length) CMP pipe culvert and installation of one Contractor-designed buried structure meeting the following requirements: 9-foot minimum (span) by 4-foot 8-inch minimum (rise) by 40.5-foot (length) structural plate arch culvert with associated headwalls and wingwalls on Deep Creek. This project is at least in part Federally funded; therefore, BABA requirements apply. This work includes, but is not limited to installation, maintenance and restoration of temporary construction access routes and staging areas; road closures and temporary traffic control as needed to safely deliver, handle, and stage equipment and materials; in-water-work requiring site isolation, temporary diversion of streamflow, and dewatering as necessary; structure, channel, and roadway excavation; roadway grading; temporary erosion and sediment control; design, procurement, and installation of the new road crossing structure; protection of sensitive areas; construction surveying required to perform the aforementioned tasks and all other work, all in accordance with the Contract Drawings, Technical Specifications, Contract Provisions, permit conditions and the Standard Specifications for Road, Bridge and Municipal Construction and addenda thereto.

All onsite work shall occur between the dates of September 14, 2026 and October 23, 2026 and the project shall be substantially complete no later than October 23, 2026. The estimated range of probable cost is $206,300 - $228,000 excluding WSST.

An optional Pre-Bid site walk through with representatives from the CONTRACTING AGENCY will be held on June 2, 2026, 2026 at 10:00 AM. Attendees should meet at the project site.  From Plain, WA Head toward Chiwawa Loop Road and continue straight onto Chiwawa Loop Road for 3.4 miles. Take a slight right onto Lower Chiwawa River Rd/NF-6100 and travel 1.6 miles. Turn right onto Deep Creek Forest Service 6101 Rd/NF-6101 and travel 0.6 miles. Turn left onto Goose Creek Forest Service 6102 Rd/NF-6102 for 0.5 miles. A minimum of one representative from each Prime Contractor that intends to submit a bid is encouraged to attend.

Sealed bids will be received by Chelan County at the Board of County Commissioners Chambers, Chelan County Administration Building, 400 Douglas Street, Suite 201, Wenatchee, Washington until Monday June 22, 2026 at 11AM PDT for the Chelan County Natural Resources Project, “Deep Creek Culvert Replacement Project.” Hard Copies of the Project Manual and Bid Package are available upon request. Kahler Creek Low-Tech Restoration Project

The Chelan County Natural Resource Department solicits an Invitation to Bid for the Kahler Creek Low-Tech Restoration Project, Chelan County, WA.This Contract provides for the installation of hand-built wood loading structures (WLS) and other improvements on Kahler Creek between river mile 0.1 and 0.6. This work includes, but is not limited to: installation, maintenance and restoration of temporary staging areas; temporary traffic control as needed to safely deliver, handle, and stage equipment and materials; furnishing of woody material for construction of WLSs through on-site harvest; temporary erosion and sediment control; temporary water management for construction of WLSs; construction of WLSs; fish protection within isolated work areas and all other work, all in accordance with the Contract Drawings, Technical Specifications, Contract Provisions, permit conditions and the Standard Specifications for Road, Bridge and Municipal Construction and addenda thereto.

All work below ordinary-high-water-mark shall occur between the dates of July 1, 2026 and August 7, 2026. However, all work including mobilization and demobilization shall be complete between the dates of June 15 and August 14, 2026.  The estimated range of probable cost is $90,000 - $109,000 excluding WSST.

An optional Pre-Bid site walk through with representatives from the CONTRACTING AGENCY will be held Friday May 8, 2026 10:00 A.M. Attendees should meet at the Nason Creek Rest Area, 17458 Highway 2, Lake Wenatchee, WA 98826 and will continue to the project area from there. A minimum of one representative from each Prime Contractor that intends to submit a bid is required to attend.
