Sand Creek Culvert Replacement Project

The Chelan County Natural Resource Department solicits an Invitation to Bid for the Sand Creek Replacement Project, Chelan County, WA.This Contract provides for the removal of a 8-foot (span) by 5.7-foot (rise) by 24-foot (length) CMP pipe arch culvert and installation of 18-foot (span) by 5 to 9-foot (rise) by 25-foot (length) structural plate arch culvert with associated headwalls and wingwalls on Sand Creek. This project is at least in part Federally funded; therefore, BABA requirements apply. This work includes, but is not limited to installation, maintenance and restoration of temporary construction access routes and staging areas; road closures and temporary traffic control as needed to safely deliver, handle, and stage equipment and materials; in-water-work requiring site isolation, temporary diversion of streamflow, and dewatering as necessary; structure, channel, and roadway excavation; roadway grading; temporary erosion and sediment control; design, procurement, and installation of the new road crossing structure; protection of sensitive areas; construction surveying required to perform the aforementioned tasks; and all other work, all in accordance with the Contract Drawings, Technical Specifications, Contract Provisions, permit conditions and the Standard Specifications for Road, Bridge and Municipal Construction and addenda thereto.

All onsite work shall occur between the dates of July 15, 2026 and August 21, 2026 and the project shall be substantially complete no later than August 21, 2026. The estimated range of probable cost is $360,000 - $397,000 excluding WSST.

An optional Pre-Bid site walk through with representatives from the CONTRACTING AGENCY will be held on April 8, 2026, 2026 at 10AM. Attendees should meet at the project site. From Applets Way in Cashmere, WA, continue straight at the traffic circle onto N Division Street, keep right to continue on Pioneer Avenue and turn left onto Mission Creek Road. Take a right at the stop sign, and a left to return back onto Mission Creek Road. Travel 6.2 miles, turn right onto Sand Creek Road and the project site is roughly 0.1 miles ahead. This project site is open to inspection at any time. A minimum of one representative from each Prime Contractor that intends to submit a bid is encouraged to attend.

Sealed bids will be received by Chelan County at the Board of County Commissioners Chambers, Chelan County Administration Building, 400 Douglas Street, Suite 201, Wenatchee, Washington until Monday, April 27, 2026 at 11AM PDT for the Chelan County Natural Resources Project, “Sand Creek Culvert Replacement Project.” Hard Copies of the Project Manual and Bid Package are available upon request. 2026 On-Call Consultant Services 

The Chelan County Natural Resources Department (CCNRD) solicits interest from consultants who wish to be evaluated and considered to provide On-Call services for various projects within the department. Minority, Woman, and Veteran owned firms are encouraged to respond. Firms that submit a SOQ will be reviewed and added to CCNRD’s on-call roster based on the categories of services provided. If you have already submitted your SOQ with us, we will keep it on file until there is an updated version, however it is recommended to submit on an annual basis.

When a project becomes available, staff and stakeholders will use the on-call roster to evaluate firms in the service category required, to select the most qualified firm. Contracts will be negotiated based on available funding, County procurement standards, and all other state or federal regulations.

Submittals should include the following minimum information:

  • Relevant experience of the firm
  • Familiarity with relevant codes and standards
  • Past projects
  • Resumes of key individuals who will be available
  • Professional licenses and certifications held
  • References
  • Company information
  • Service Survey form (see link below)

Evaluation factors are Expertise (30%), Key personnel qualifications (30%), Firms familiarity w/ relevant codes and standards (20%), and Past performances (20%).

Small Works Roster 

Effective July 1, 2024, Chelan County utilizes the MRSC Statewide Roster for all Small Works Contracting (pursuant with RCW 39.04.151). To be eligible for selection and to be notified of future Small Works eligible contracts for our department, at minimum you must be registered on the MRSC Roster, your geographical area must be defined to include Chelan County and your work types must be well defined to include the project types listed on our previous roster.
