History: Arizona Boulevard is located in Malaga and is one of the primary access points into the Three Lakes Subdivision. Over the last several years it has become evident the existing stormwater system in this area has failed. During larger or prolonged rain events, stormwater backs up in the existing catch basin/pipe network and allows standing water to accumulate at the low point of the roadway.
Project Description & Benefits: The project will remove the existing stormwater catch basins and pipe network and replace it with new 12- to 18-inch pipe, larger catch basins, wider roadside ditches and new driveway culverts. Stormwater will continue to be conveyed to its current location and discharge into Lake Cortez. The replaced outfall will include quarry spalls to prevent scour and erosion. No in-water work or work below the ordinary high water line is proposed.
Project Schedule: Design has been ongoing since late 2024 and should be completed in spring 2026. Construction is planned for fall 2026. Construction and permanent drainage easements have been obtained.
Traffic Impacts: Property owners should anticipate flagger-controlled traffic during the duration of the project. At times, a full road closure with a detour may be necessary in order to install drainage pipe across a roadway.
Funding: Surface and Stormwater Management Utility (local) funds will pay for improvements.
Squilchuck Basin Water Quality Improvement Project (SD2030)
History: Until recently, the 500-acre Squilchuck Basin lacked any water quality treatment for stormwater discharged into Squilchuck Creek, home to endangered fish species. A 2022 study determined two locations where water quality improvements should occur.
Project Description & Benefits: The first of the two projects is the Terminal Avenue Project, which involves construction of a 200-foot long, 10-foot wide biofiltration swale with a hydrodynamic separator for pretreatment. The second is the Viewdale Street Project, which involves construction of a hydrodynamic separator for pretreatment of stormwater. Both locations will install new catch basins and conveyance pipes.
Project Schedule: Construction is scheduled for fall 2026.
Neighborhood Impacts: For the Terminal Avenue Project, minimal impacts to the public should be observed because most work will occur on a parcel purchased by Chelan County. For the Viewdale Street Project, property owners should anticipate flagger-controlled traffic and, at times, a full road closure with a detour needed to install drainage pipe across a roadway.
Funding: A Washington State Department of Ecology Stormwater grant and Surface and Stormwater Management Utility (local) funds will pay for improvements.
View Ridge Stormwater Retrofit Project (SD2028)
History: After a July thunderstorm event, a drainage conveyance failure was observed at the southern portion of View Ridge Circle, which is a low point of the roadway.
Project Description & Benefits: Since 2024, Chelan County has been investigating ways to retrofit the existing stormwater system along View Ridge Circle. Due to the elevation difference between Burch Mountain Road and where the problem area is located, determining the appropriate cost-effective fix has been a challenge. Multiple alternatives have been analyzed and recently a preferred repair has been selected.
Project Schedule: The project is under design and should be completed in 2026. Construction should be completed in 2027.
