Cashmere Levee Management Plan

The city of Cashmere is protected by a system of three levees that was built in the early 1950s when the Wenatchee River had to be shifted and realigned for the construction of Highway 2. The levees were constructed by the Washington State Department of Transportation and the U.S. Army Corps of Engineers.

Today the levees play a vital role in protecting the Cashmere community from flooding. Levee segments No. 1 and No. 2 protect over $8 million of residential, commercial and industrial development, and levee segment No. 3 protects the city’s $18 million waste water treatment plant and the BNSF railroad’s mainline.

The Cashmere Levee Management Plan, a project of the City of Cashmere and the Chelan County Flood Control Zone District, was created to meet the USACE’s bi-annual inspection criteria and maintain its eligibility for federal dollars that are available for the system’s repair and upkeep. The plan provides a maintenance, vegetation management and capital improvement plan that balances the needs of flood risk reduction with those of salmon and other aquatic species living in the Wenatchee River system.

Levee segments No. 2 and No. 3 are 0.27 miles and 0.65 miles long respectively. Both are within the city limits of Cashmere and are maintained by the city. Most of levee segment No. 1 is also in the Cashmere city limits; however, the westernmost portion of the levee is within the unincorporated county and is maintained by Chelan County.
