The position includes a state retirement system, with a deferred comp program available. Health insurance package includes Medical, Dental, and county contributions to a personal health savings account. Includes 11 paid holidays and 1 floating personal holidays along with monthly accrued vacation and sick leave. 

SUMMARY

Coordinated Entry (CE) is the access point to services for people at risk or experiencing homelessness. Households are able to access CE 24 hours a day, 7 days a week through an online application. Members of the community can also access CE by calling the Homeless Housing Network line to speak with a CE Specialist during regular business hours Mon- Fri 8am-5pm. The work of a CE Specialist can be challenging, but rewarding work. It requires someone that can address each client interaction with trauma informed care and patience. Chelan County follows the State’s Housing First model, which means that the first step is accessing Coordinated Entry.

GENERAL FUNCTION

Under supervision of the Housing Program Coordinator, this role provides support to community members residing in Chelan and Douglas Counties who are experiencing homelessness or at imminent-risk of homelessness by enrolling them in the Coordinated Entry System; performing support work related to Coordinated Entry activities; participating in processes, procedures, and programs in related work as required.
 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Administering the function of the Coordinated Entry system including, but not limited to:
    • Capturing all calls to the coordinated entry system daily;
    • Processing applications and administering appropriate assessments;
    • Contacting clients within the one business day window as required;
    • Maintaining client confidentiality and explaining the consent form required for entry into the State’s Housing Management Information System (HMIS);
    • Ensuring eligibility of clients through housing status and income;
    • Identifying which program referrals to make that the client would qualify for;
    • Maintain the prioritization list to standard;
    • Utilizing all required reporting systems such as HMIS and enter data that meets quality standards;
  • Diversion Duties:
    • Utilize compassionate and practical, problem-solving, and trauma informed conversation skills to identify the household’s strengths and identify any resources they may have available such as, but not limited to, options for doubling up, re-establishing lease terms with a recent landlord, mediation or payment plan options with landlords, reuniting with family or friends in other locations for support, or find other permanent housing options that would not require financial assistance from a program;
    • Identifying when diversion funding can be utilized to help a client avoid homelessness or quickly remedy their unhoused situation;
  • Additional Duties:
    • Attend and participate in monthly case conference meetings and occasionally facilitate meetings if needed;
    • Maintain relationships with partner organizations to collaborate for stability plans for clients when necessary;
    • Be proficient in all housing resources available to clients and provide clients with adequate resource information;
    • Participate in annual Point in Time Count;
    • All other duties as assigned

MIMIMUM QUALIFICATIONS

  • High School Diploma or the equivalent;
  • At least (1) year of increasingly responsible administrative work experience in public, community, or relevant field;
  • Experience in working with individuals and/or families in crisis;
  • Experience working in Microsoft programs such as Outlook, Excel, and Word;
  • Must be able to multitask especially with entering client data and speaking on the phone;
  • Must be able to work with competing deadlines;
  • Ability to maintain composure in fast pace environments and stressful situations;
  • Ability to network and work well with other organizations and service groups;
  • Bilingual in Spanish

PREFERED QUALIFICATIONS

  • Associate’s or Bachelor’s degree in a field directly related to management, public administration, health & human services, sociology, psychology, substance use disorder, or the equivalent
  • Previous experience working with HMIS;
  • Previous experience working in the Public Sector;
  • 1-2 years of experience in providing direct client services;
  • 1-2 years of office work experience;
  • Advance proficiency in MS Office programs;
  • Previous experience in case management with social service or related programs;

  • Ability to maintain composure under pressure and respond quickly to unanticipated questions/requests;
  • Ability to successfully perform responsible and complex work involving the use of independent judgment and personal initiative without supervision;
  • Establish professional and cooperative working relationships with employees, other agencies, media sources, and the general public;
  • Ability to interpret a variety of instructions in written, oral, or schedule form; 
  • Apply common sense understanding to applicable RCW’s.

SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibilities.

LANGUAGE SKILLS

Must be able to communicate proficiently in English both orally and in writing. Preferred proficiency in Spanish both orally and in writing.

WORK ENVIRONMENT

Primary work environment will be indoors in an office setting. Travel between buildings and to various organizations and locations outside of the main office will be necessary.
