Chelan County Civil Service will conduct an examination for the Chelan County Sheriff’s Office to establish an eligibility list for hiring for the position of full time permanent Civil/Code Enforcement Deputy (Special Commissioned)   

SUMMARY

Performs administrative work in support of Sheriff’s civil functions, civil programs, and Chelan County planning Department. Primary responsibilities are for the effective service of court process through enforcing statutes and laws, and respond to complaints and inquiries regarding violations of applicable county codes to include building, zoning, fire, shoreline, and County adopted City codes and applicable state statutes.

Work is performed independently in accordance with departmental policies, rules, standard practice and established precedent. Incumbents work under infrequent supervision, which involves an element of personal danger. Duties normally consist of civil process server activities in the county on an assigned shift in a county car, or on foot.

EXAMPLES OF DUTIES

  • Serves all civil process issued by the courts. Interacts in a professional and respectful manner with Sheriff’s Office staff, the Planning Department, other Chelan County staff and the public.
  • Provides general information to the public on laws and ordinances.
  • Must gain a strong working understanding of County adopted codes within 6-month of hire.
  • Explaining requirements of those county codes to property owners, building contractors, and other interested parties.
  • Identifying and/or verifying complaints or inquiries of a violation of County codes by on-site field inspection and review of applicable codes and ordinances.
  • Consulting and maintaining file system of violation reports and revisiting dwellings and/or sites at periodic intervals to verify correction of violations by property owners and tenants.
  • Obtaining permission from owners and tenants to enter dwellings/property.
  • Respond to complaints and inquiries regarding violations of applicable County codes.
  • Work closely with Community Development personnel to gather needed property and code information for compliance with county codes.
  • Identify needed updates and additions to the county code by notifying Community Development Department of those code issues so they may be corrected through the county legislative process.
  • Developing and maintaining case documentation; researching records in concert with Community Development personnel to determine property ownership, permit and zoning history, legal descriptions, and pertinent administrative and hearing decisions and case law; establishing pictorial evidence to confirm violations and compliance requirements; preparing written reports.
  • Ensuring the timely review and processing of violations in conformance with all applicable local, state and federal land use regulations including applicable environmental law. Cooperate with other agencies with jurisdiction in violations being investigated.
  • Preparing violation letters, stop work orders, or civil citations to the property owner outlining violation and corrective action required. Perform follow-up inspections to ensure ongoing compliance.
  • Coordinating with interdepartmental staff as necessary. Advising other departments and local agencies when complaint or inquiry requires their follow-up and enforcement action.
  • Assist and advise Prosecuting Attorney’s office regarding case pursuit; provide case updates; coordinate activities of violator until case resolution is achieved; testify as needed.
  • Prepares staff reports for Notice and Orders issued. Presents staff report during the Public Hearings, or testify and provide evidence in a court of law.
  • Assists persons with complaints and inquiries or directs them to the appropriate authorities.
  • Attends meetings, seminars, and other training classes to maintain current up-to-date knowledge of civil laws, as well as other skills in order to remain proficient in the performance of duty.
  • Perform incidental general office duties such as: collating and assembling documents, accepting and delivering inter-departmental correspondence, photocopying/faxing correspondence and reports, conduct research as directed, use independent judgment to identify resources, coordinate information with outside agencies or other County staff.

WORKING CONDITIONS

A Code Enforcement deputy can spend up to 8-10 hours per day driving a vehicle which requires the continuous support of lower back muscles; work outdoors in a variety of weather conditions with exposure to the elements; tolerate very hot and very cold temperatures; sit for extended periods of time and may or may not be able to change positions such as when sitting in a vehicle. The ability to lift moderate weight, while storing, moving, or transporting evidentiary items.

QUALIFICATIONS

  • Ability to cope with a wide variety of situations with tact, discretion, courtesy and respect for citizen’s rights.
  • Ability to follow verbal and written instructions.
  • Ability to speak effectively to individuals and groups.
  • Ability to maintain composure and take appropriate action during emergency or potentially dangerous situations

MINIMUM JOB REQUIREMENTS:

  • U.S. Citizen
  • Must be at least 21 years of age
  • Associates Degree preferred, must be a high school graduate
  • Must be a certified Washington State Peace Officer or have attended a basic Law Enforcement Academy, i.e., Washington State Basic Law Enforcement Academy, Washington State Patrol, or an equivalent.
  • Have a valid Washington State Driver’s License
  • Ability to read and write the English language proficiently
  • Successful completion of the Civil Service Oral Board examination, Background Check, Polygraph and psychological examination
  • Successfully pass a Chelan County Safe driver course or similar driver’s course.

TRAINING REQUIREMENTS

• The Sheriff’s Office training plan will mirror the Campus Security training and will include the Sheriff’s Office two-week pre-academy / two-week post-academy training. Sheriff’s Office Training will be between 2 and 4 weeks, depending upon experience and ability. Code enforcement deputies are required to meet the RCW for Special Commissions.

  • The training will include, but not be limited to:
    • CCSO Policies
    • Criminal Procedures 
    • Legal updates o Defensive Tactics
    • Driving (County safe driving first, followed by EVOC when scheduled)
    • Firearms
    • Taser
    • Sector o Spillman
    • Other training as necessary
  • The Chelan County Department of Community Development will be responsible for training on the Chelan County code, state statutes and state regulations.
  • Once Code Enforcement Deputies reach a Special Commission status (RCW 10.93.020), they will be required to maintain all state mandates training requirements.
