Salary: PW26 Steps 2-4 $7,884.01 - $8,646.79 Longevity Steps 5-8 $9,057.02.- $10,414.92

The position includes a state retirement system, with a deferred comp program available. Health insurance package includes Medical, Dental, and county contributions to a personal health savings account. Includes up to 11 paid holidays and additional floating holidays per collective bargaining agreement. Along with monthly accrued vacation and sick leave. 

 

SUMMARY

Serves as a senior financial resource for Chelan County, providing leadership in governmental accounting, financial research, planning, and analysis within an assigned functional area. Oversees Countywide accounting operations and financial reporting, and plays an integral role in the development and management of financial information systems, including compilation of the County's Annual Financial Report. Supervises a team of accounting professionals and ensures County compliance with applicable State and Federal regulations and standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Prepare annual and monthly financial reports for all funds in conformance with state requirements and generally accepted accounting principles (GAAP).
  • Oversee accounting, fiscal management, financial reporting, and research activities to ensure compliance with GAAP and applicable state and County procedures.
  • Interpret federal and state guidelines and ensure County compliance with all applicable accounting rules and regulations; may serve on committees or liaise with GASB, the State Auditor's Office, or other agencies.
  • Analyze departmental accounting procedures and recommend improvements; review and approve adjustments to department and financial records; provide training as needed.
  • Maintain the County's central accounting data and authorize access to the financial system.
  • Create the annual budget and design the budget process.
  • Advise and assist County Commissioners on key financial decisions during budget creation.
  • Perform analysis and auditing of financial records to ensure completeness and conformance with established procedures, County policy, and GAAP.
  • Coordinate with County departments on the annual State Auditor's Office (SAO) audit.
  • Design and modify accounting systems to maintain adequate records of assets, liabilities, fund equities, and financial transactions.
  • Compile and report financial data as required by the organization, tax obligations, and government regulations.
  • Assist other County departments with financial accounting, cost accounting, budget development, grant management, and related financial matters.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Directly supervises three full-time accounting staff and coordinates temporary personnel as needed. Responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Education & Experience

Bachelor's degree in Accounting, Finance, Business Administration, or a closely related field, and five years of increasingly responsible experience in governmental finance, accounting, auditing, financial reporting, or budgets, including one year of supervisory experience; or an equivalent combination of education and experience. Experience compiling multi-fund accrual-basis governmental financial statements required.

 

Preferred Qualifications

Certified Public Accountant (CPA) license preferred.

Experience with Eden and/or Workday ERP systems preferred.

Experience with ERP system implementations a plus.

 

Certificates, Licenses & Registrations

Familiarity with Washington State BARS (Budgeting, Accounting, and Reporting System) required.

 

Language Skills

Ability to read, analyze, and interpret business publications, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from managers, staff, and the general public.

Reasoning Ability

Ability to define problems, collect and analyze data, establish facts, and draw valid conclusions. Ability to interpret technical instructions in mathematical or diagram form and manage multiple abstract and concrete variables.

 

PHYSICAL DEMANDS

 While performing the duties of this job, the employee is regularly required to sit for extended periods, use hands to operate a computer and other office equipment, and communicate verbally and in writing. The employee is occasionally required to stand, walk, reach, and lift or carry materials weighing up to 25 pounds. Specific vision abilities required include close vision and the ability to adjust focus for extended screen use.
