Basic Job Summary

This is a non-commissioned, Civil Service position.  This Emergency Management Specialist position is an administrative assistant to the sergeant of the of the county emergency management division which may involve response to emergency situation in a support capacity.  The position assists with planning, mitigation and coordination of “all-hazard” incident management through-out Chelan County, whether natural or man-made.  This position will often liaison directly with the Washington State Emergency Management Division while assisting in the preparation and management of federal grant funding.

Essential Duties

  • Assist with Emergency Management planning, mitigation, response and recovery throughout “All-Hazard” incidents which occur within Chelan County.
  • Maintain program elements of the Comprehensive Emergency Management Plan (CEMP) in accordance with federal and state requirements for both Chelan County and the five municipalities contracting with the county for Emergency Management services.
  • Assist with processing and monitoring of reports, forms, and applications directly related to state and federal Emergency Management grants which partially fund the county Emergency Management Division.  Specifically, the State Homeland Security Program grant and the Emergency Management Program Grant.
  • Assist in answering telephones, greeting of the public in-person and on the phone Respond to public inquiries and requests in person, via telephone, social media, or other methods of communication.  Direct customers to appropriate staff or resources.  May provide administrative information such as explaining public meetings, policies and procedures, and identifying specific county codes.
  • Ability to function as a “Team Member” within the Emergency Management division during day-to-day activities, emergencies, events or exercises.
  • Support emergency operations by providing public information via phone calls, social media and outreach.  Staffing of the Emergency Management office.
  • Assume administrative responsibility for a specific project, either conducted independently or with the assistance of other employees; identify resource needs and develop action plans; may set up plans and procedures for achieving objectives and providing leadership to work teams as assigned.
  • Support the Local Emergency Planning Committee (LEPC) and its functions/activities by attending meetings, disseminating emails, and maintaining minutes.
  • Actively participate in the coordinated activation and sustainment of the Chelan County Emergency Operations Center (EOC), and attend training specific to the operation and management of an EOC.
  • Assist in planning, designing and documenting emergency management “all-hazard” tabletop and functional exercises.  Provide general instruction and guidance to exercise participants
  • Compile and prepare instructional materials for training and public education.
  • Remain current on issues of interest to the County specific to the Emergency Management discipline; implement follow-up actions and/or keep supervisors informed when action is required
  • Assist with the collection and dissemination of Tier II hazardous material inventory reports (Section 312) as defined under SARA (EPCRA) requirements.
  • Have an understanding the National Incident Management System (NIMS) structure by successfully completing on-line and classroom incident command system (ICS) courses.  Required courses within first six months of employment include: ICS-100 (on-line); ICS-200 (on-line); and ICS-700 (on-line).  Required courses within first 18 months of employment would include: ICS-300 (classroom) and ICS-400 (classroom).
  • Assist with the coordination of NIMS compliance and reporting activities for the Chelan County Sheriff’s Office and municipalities within the county.
  • Assist with the writing, reviewing and updating County evacuation plans and emergency action plans; while also tracking outside agency emergency plans submitted to the County Emergency Management Division.
  • Any other reasonable duties as assigned.

Basic Knowledge and Task Requirements

  • Must have capacity to maintain strictest confidentiality related to information and materials handled and processed.
  • Computer keyboard proficiency.
  • Microsoft Office ‘Word’ and ‘Excel’ program proficiency a must.
  • Proper spelling, grammar, punctuation and math.
  • Terminology and basic procedures necessary in the performance of duties.
  • Applicable laws and ordinances pertaining to the performance of duties for this position.

Necessary Skills

  • Ability to perform duties using the “teamwork” concept within the current Emergency Management Office structure.
  • The ability to prepare comprehensive detailed reports and plans.
  • Attention to detail and accuracy while reviewing written materials.
  • Performing basic mathematical calculations.
  • Using office equipment such as phones, copiers, printers, calculators, fax machines and scanners.
  • Using computer and related software applications.
  • Oral and written communication skills sufficient to exchange or convey information and to receive work direction.
  • Establishing and maintaining effective interpersonal relationships at all organizational levels, with the public, community leaders, and members of other organizations.
  • Safe and proper operation of Sheriff’s Office vehicles.
  • Proper use and care agency equipment necessary for the performance of duties.
  • The ability to read, interpret, comprehend, and apply various written and verbal policies procedures, rules, regulations, and laws.
  • The ability to communicate effectively and professionally, both verbally and in writing, with a wide variety of people and audiences.
  • The ability to anticipate, analyze, and evaluate potential disaster problems and apply local, state, and federal rules, regulations, and directives governing disaster and emergency response and preparedness.
  • The ability to establish and maintain good working relationships with a variety of agencies, organizations, and individuals.
  • The ability to elicit the cooperation and support of county and city personnel; including volunteers.
  • Ability to perform outside normal business hours and/or for extended periods of time.
  • General understanding of government budgeting procedures.
  • Knowledge of the principals of planning, developing, and coordinating emergency response services.
  • Understand the concept of “All-Hazard” emergency planning, mitigation, response, and recovery.
  • Understand the interrelationships, responsibilities, goals, and functions of local, state, and federal government in planning and implementing emergency services.
  • Ability to maintain a professional level of service and composure during emergency events.
  • Understanding of emergency communications and computer systems, and techniques of training, public speaking, and public relations.
  • Computer operation skills to include familiarization with Excel and Word.
  • Ability to manage the Chelan County Emergency Management Facebook page.
  • Ability to manage and utilize the Chelan County Everbridge Mass Alert system.

Minimum Qualifications

  • United States Citizen.
  • Minimum age of 21.
  • High School diploma or GED.  Minimum 2-year college degree or related experience.
  • Ability to pass entrance exam.
  • Computer keyboard proficiency.
  • No convictions for felony or disqualifying misdemeanor offenses as determined by the Sheriff and Chelan County Hiring Regulations.
  • Valid Washington State driver’s license.
  • Ability to perform of the essential functions and physical demands of the position.
  • Ability to read, write and fully comprehend the English language.
  • Combination of education and experience that provides the knowledge, skills, and abilities to successfully perform the duties of the position.
  • Successful completion of background, psychological and polygraph examinations as determined by the Sheriff.

The Following Training and Experience are Preferred, but not required

  • Experience in clerical office duties, planning, or related field.
  • Ability to communicate in both the English and Spanish language.
  • Experience in emergency plan development.
  • Prior successful completion of Incident Command System courses: ICS-100 (Introduction to Incident Command System), ICS-200 (Basic Incident Command System), ICS-700 (National Incident Management System).
  • Experience with basic two-way radio operations.
  • General familiarization with Tier II hazardous material inventory classifications.

Physical Demands of Position

  • Primarily a day shift position Monday through Friday with occasional response to critical incidents at any time.  Mandatory overtime during emergency situations.
  • May involve long periods sitting at a desk manipulating phones, office machines, and computers.
  • May involve long periods of standing.
  • Walking, standing, stooping, kneeling, crouching, reaching, fingering, grasping, talking, hearing, seeing, and repetitive motions.
  • Occasional exertion of minimum to moderate force for lifting, carrying, pushing, pulling, and moving objects.
  • Mobility to move between various offices, work stations, multi-level buildings, and varying outdoor terrain.
  • Operation of various kinds of vehicles which may include extended periods of travel mostly within the state.
  • Occasionally perform duties outdoors including during various weather conditions.
