Budget Process

Chelan County 2018 Budget

Pursuant to RCW 36.40, the Chelan County Auditor requests all elected and appointive officials to submit their 2018 Budget Estimates in the format prescribed below. As a reminder, the amounts you provide the Auditor constitute your estimate of 2018 expenditures and revenues.

To assist you in the process, your department salaries and benefits have been estimated for you and included in your budget documents which are setup in the accounting system. It is your responsibility to review your entire budget to ensure its accuracy. Once filed with the Auditor, these become your estimates and will be provided to the Commissioners as such.

As noted below, there are three processes that must be completed: (1) input your line item budget in Eden; (2) submit your budget certificate to the Auditor, which should summarize the line item budget in Eden; and (3) submit a budget narrative to the Commissioners. Please submit the narrative electronically.

Feel free to take a look at the additional resources on the right for help with your budget estimates.

  1. EDEN Instructions - Follow this link for instructions to input your budget information into the Eden Accounting System. It also includes instructions for exporting your budget numbers to MS Excel. Eden budgets must be completed no later than September 8, 2017.
     
  2. Certificate for Auditor - One certificate must be filled out for each department or fund that you administer. The information on this form should match the totals entered into Eden. For the current expense departments, the fund balance portion of this form does not need to be filled out. This form must be signed and submitted to the Auditor's Office no later than September 8, 2017.
  1. Narrative for Commissioners - One narrative should be filled out for each department or fund that you administer. This can be in your own narrative format or in the one provided here. This form must be signed and submitted to the Commissioner's Office no later than September 8, 2017. Otherwise, please provide 4 printed copies for the Commissioners.

Things to Remember

Each budget is broken down into a revenue document and an expenditure document. For example, if you are responsible for two budgets then you will have four budget documents to complete.

This year you can rearrange the budget in any of your line items except certain interfund payments. If you feel anything is incorrect, please contact the Auditor's Office or include what you believe to be the correct amount with your budget certificates.

Please review every salary and benefit line to make sure they are calculated correctly. For the most part, the budgeted line items were calculated using the current position salary plus an adjustment for any cost of living increases or scheduled step increases. If a position is slightly over or under-budgeted (by $10 or so), don't worry about it because the system will pay the employee accurately. However, if a salary is off by a substantial amount, please contact the Auditor's Office - ext. 6655.

For funds outside of current expense, if you need assistance calculating your beginning or ending fund balances, contact the Auditor's Office - ext. 6655.

If you want to add or delete a discretionary line item, please list that on the Budget Certificate.

If there are any line items that need to be renamed or deleted, please list them on the budget certificate.
