Registered Sex and Kidnapping Offenders in Your CommunityThe following information is to inform the public of general guidelines and information on Washington State Law and the Chelan County Sheriff's Office policy in regard to Sex and Kidnapping Offenders and most frequently asked questions regarding Sex Offender Registration . Sex Offender Notification is meant to meet the requirements of Washington State Law, which allows law enforcement to notify residents when a registered sex offender is living in their community. Notification is not made on all sex offenders, only those who are likely to re-offend. It is not intended to increase fear. An informed public is a safer public. However, with this information available to the public it also puts a burden of responsibility on the community to react responsibly. Please remember, the worst thing that community members can do is to intimidate or harass the offender. Not only does this create additional tension for all parties involved, but, if Sheriff intervention becomes necessary, citizens may find themselves in the position of having to defend their actions. Remember, it is a crime to harass or threaten any person, including registered sex offenders. The law does not require the offender to do anything other than register. The Chelan County Sheriff's Office has no legal authority to direct sex offenders as to where they may live, work, or regularly be found. Unless restricted by a court order, sex offenders are constitutionally permitted to live wherever they choose. If the offender is on active probation and has conditions under this probation, the Department of Corrections is mandated to monitor the offender and or charge that person with any violation committed.
About Classification LevelsThe Sheriff's Office and the Department of Corrections also utilizes a scoring worksheet to evaluate offenders as to their probability of re-offense. This worksheet scores offenders on the crime committed, violence, past criminal history, living environment, personal history, victim profile and many other facets of the offender's behavior. This tool has allowed us to be as fair and consistent as possible in leveling the individuals mentioned in the guideline below.
