REQUEST FOR PROPOSALS

 

CHELAN COUNTY IS INTERESTED IN PROCURING CONSULTING SERVICES TO CONDUCT THE SHORELINE MASTER PROGRAM PERIODIC REVIEW, LIMITED AMENDMENTS, AND DEVELOPMENT OF A USER GUIDE BOOK

 

NOTICE is hereby given by the Board of County Commissioners of Chelan County for Request for Proposals to conduct the periodic review of the Shoreline Master Program in addition to limited amendments, along with the development of a user guide book. Proposals will be received by Kirsten Larsen of the Department of Community Development, 316 Washington Street, Suite 301, Wenatchee, WA 98801 until 5:00 PM on February 14, 2020. Applicants should submit two (2) copies of the Request for Proposals (RFP) with an electronic copy.

 

The selection process will be based on an evaluation of respondents’ proposals by the County. Oral interviews may be requested depending on the number of qualified firms submitting proposals. The final selection will be made with approval of the Board of County Commissioners based on the recommendation of staff. Upon approval the selected respondent will be retained until the completion of the project (expected to complete June 30, 2021).

 

Project Background

The Shoreline Management Act requires local governments to periodically review their Shoreline Master Programs (SMPs) as established by RCW 90.58.080. While the County’s SMP was adopted in June 2019, its periodic review is due June 30, 2021. Due to the recent adoption of Chelan County’s SMP, it is necessary to complete the periodic review for compliance and to consider whether limited amendments should be made during this review. Additionally, the County is interested in developing a User Guide Book to assist both the public and staff in implementing the SMP.

 

Project Tasks

1) Project Management and Coordination. Provide necessary project oversight to complete the scope of work in compliance with grant agreement, which includes project coordination, project management, and project administration. Timely and complete submittal of requests for reimbursement, quarterly progress reports and recipient closeout report. Properly maintained project documentation.

 

2) Public Participation. Develop a Public Participation Plan to encourage early and continuous involvement of persons and entities having interest in the SMP periodic review (RCW 90.58.130, WAC 173-26-090, and WAC 173-26-104 (1)). Implement the Public Participation Plan through the adoption of the SMP.

 

3) Review SMP for periodic review and limited amendment. Conduct a review of the SMP to determine what revisions are needed to maintain compliance with the SMA, local and state code, and the County’s Comprehensive Plan and development regulations. Review SMP with staff and stakeholders to identify opportunities to enhance usability with limited amendments. The limited amendment would occur concurrent with the periodic review. Limited amendments would address inconsistencies within the SMP, incorporating internal interpretations of the SMP, and eliminating sections that do not apply.

 

4) Prepare Draft SMP Amendments and State Environmental Policy Act Checklist. Assemble a complete SMP final draft amendment in preparation for review and approval by the County. Where the review determines that no changes are needed, formal Findings of Adequacy will be prepared.

 

5) Coordinate Local Adoption and State Submittal. Conduct a local public review process for the proposed Shoreline Master Program as provided in the SMA and WAC 173-26. Where amendments to the SMP are proposed they shall contain applicable shoreline goals, policies, or regulations with copies of any provisions adopted by reference. Where no changes are needed, the local process will include formal Findings of Adequacy. Assemble a complete SMP final draft amendment in preparation for review and approval by Chelan County or prepare formal Findings of Adequacy.

 

6) User Guide Book. Develop a user guide book that will be a companion to the SMP. The user guide book will be a tool for the public and staff that aids in understanding of SMP implementation. The user guide book will be written in plain English and utilize visual aids as appropriate. The user guide book will address frequently answered questions and provide focused chapters for project types that are commonly applied for within the county (i.e. docks, expansions of existing uses, vegetation management, etc.). The user book will also provide an overview of the shoreline permitting process.

 

Budget

The maximum budget for this project shall not exceed $84,000. Long range planning staff is available to provide assistance and research for this project.

 

Submittals for Proposals

  1. Executive Summary & Overall Project Approach:  Summarize your proposal and include your firm’s qualifications and contact information. The summary should discuss your overall approach and understanding of project tasks and the scope of work.

 

  1. Consultant Experience & Methodology:  Describe your experience in performing services of this nature and scope. Identify the individual you propose to assign as a project manager and all members of the project team, include a statement of qualifications and/or resume for each member. Team experience and qualifications should demonstrate expertise in the field of environmental sciences and planning with sufficient capabilities to perform this work. Staff substitutions will only be accepted with the Project Team’s approval. If using a partnership among firms, include specific details on how the partnership will work.

 

  1. Pricing Methodology:  Provide price estimate including number of billable hours, hourly rate and total cost. Any expenses that are to be included as part of your proposal must be listed as a separate line item (lump sum amount is acceptable) and must include both the total anticipated expense to be claimed and nature of the expenses (such as: office supplies, lodging, meals, etc.)

 

  1. A list of references (including contact name and telephone number) of at least three (3) completed or current projects within the last five years of this size and nature. Local Government references are preferred. The County reserves the right to contact references without prior notification.

 

  1. Proposals must be made in the official name of the firm or individual in which business is conducted (showing official business address) and must be signed by a person duly authorized to legally bind the person, partnership, company or corporation submitting the proposal. A corporation must indicate place and date of incorporation.

 

  1. The County requires two (2) printed response copies with one digital copy.

Selection Process and Award

Proposals will be evaluated based on the demonstrated qualifications, experience with conducting periodic reviews and limited amendments for Shoreline Master Programs, and ability to perform a review according to the grant agreement with WA Department of Ecology. Based on the number of qualified candidates, interviews may be requested.

 

The selected consultant will be offered a contract with the County to perform the work consistent with this RFP and the grant agreement with Department of Ecology.
