Icicle Work Group

Icicle Strategy

Chelan County and Washington Department of Ecology’s (Ecology) Office of Columbia River (OCR) co-convened the Icicle Work Group (IWG) in December 2012 to find collaborative solutions for water management within the Icicle Creek Watershed.  The Work Group is developing a water resource management strategy (Icicle Strategy) consisting of a comprehensive list of projects that address Icicle Creek issues and concerns identified in their Guiding Principles.

The IWG is made up of a diverse set of stakeholders representing local, state and federal agencies, tribes, irrigation and agricultural interests and environmental organizations.  The IWG follows a set of operating procedures that define its purpose, members and the ultimate goals of this effort.

Environmental Review

Chelan County and Ecology's Office of Columbia River have released a Final Programmatic Environmental Impact Statement (FPEIS), which spells out a plan for improving water efficiencies and boosting streamflows in the Icicle Creek Subbasin.  The Plan’s preferred alternative identifies a mix of conservation and storage modification projects to achieve reliable water supplies and instream flows.  This FPEIS was prepared in compliance with the Washington State Environmental Policy Act (SEPA).  The County and Ecology are acting as co-lead agencies.

Current Project Development

The IWG is evaluating projects in an effort to develop an integrated project list that will meet all of the guiding principles and the specific metrics associates with each.  The Icicle Work Group follows a Master Scope of Work and an Integrated Plan Timeline.  Currently, data collection and appraisal level evaluations are underway for several projects.  Additional projects are being considered by the Icicle Work Group, but either have not been funded yet or are awaiting other policy or science-based issues to be resolved before giving them the notice to proceed.  The Icicle Work Group plans to move an Integrated Project List into SEPA Scoping in 2015.

 

Icicle Creek Background and Technical Resources

Icicle Creek is a major tributary to the Wenatchee River (WRIA 45) in Chelan County.  The Icicle Creek watershed encompasses an area of approximately 212 square miles most of which is undeveloped and resides in the Alpine Lakes Wilderness and the Wenatchee National Forest.  Flows from Icicle Creek support a range of demands including both instream and out of stream uses which affect a diverse set of stakeholders.
