Shoreline Master Program

The Chelan County Natural Resources and Community Development Departments in conjunction with the cities of Cashmere, Chelan, Entiat, Leavenworth, and Wenatchee are working through the public process to update the Shoreline Master Program (SMP). Each city and the county adopted Shoreline Master Programs for their jurisdictions in the mid 1970’s after the Shoreline Management Act was passed by the legislature. In addition to working with the cities, we are working with local, state and federal agencies, local interest groups, the Tribes and the public and more information on the public process can be found in our Public Involvement Plan.

The SMP update process began with a kick-off symposium on October 31, 2007 at the Confluence Technology Center (CTC) in Wenatchee. The purpose of the symposium was to introduce the Shoreline Master Program update process, the county staff that will be working on the update, discuss issues with the current SMP and to get individuals interested in participating in the update process. The current Shoreline Master Program was adopted by the Chelan County Regional Planning Council and the Washington Department of Ecology on April 22, 1975 and was revised in 1979. The original Shoreline Master Program was prepared by a group of Chelan County citizens (Advisory Committee) to be consistent with the purpose of the Shoreline Management Act of 1971 (RCW 90.58), “in managing and protecting the shorelines of the state by regulating development in the shoreline area”.
The primary responsibility for administering this regulatory program is assigned to the Community Development Dept. of Chelan County. Through the adoption of the Shoreline Master Program in 1975 the Community Development Dept. has the local jurisdiction on permitting development on the state's shoreline within the County.

Shoreline Master Program Update

The comprehensive update for the Shoreline Master Program is anticipated to be a three year process, with an anticipated adoption of the updated program by June 30, 2010. Funding for this project is provided by the Department of Ecology through a grant agreement with the County. The update will be developed and adopted in a manner consistent with the procedural and substantive requirements of the Shoreline Management Act and its implementing rules, including the Shoreline Master Program Guidelines (WAC 173-26). The update process includes the completion of inventory and analysis reports with corresponding maps and illustrations that characterize shoreline ecological conditions; development of shoreline policies, environment designations, and use regulations; as well as analysis of existing and future shoreline use and related cumulative impacts, preparation of a shoreline management plan, and a formal local adoption process. The public will be invited to participate throughout all phases of the update and adoption process.
