Salmon Recovery Planning

 

In the late 1990’s, Spring chinook salmon and summer steelhead were listed as endangered and bull trout were listed as threatened under the terms of the Endangered Species Act (ESA). The terms of the ESA require that a plan be developed to recover the listed species and the responsible Federal Agencies have invited local governments to assist them in developing recovery plans.

In response to ESA listings throughout the state, the Legislature of the State of Washington passed the Salmon Recovery Planning Act. This act established the Governor’s Salmon Recovery Office and 5 regional Salmon Recovery Boards. The Upper Columbia Salmon Recovery Board (UCSRB) is responsible for developing Salmon Recovery Plans for the Wenatchee, Entiat, Okanogan, and Methow rivers as well as Moses Coulee and Foster Creek. The UCSRB currently consists of five entities, Chelan, Douglas and Okanogan counties, the Colville Confederated Tribes, and the Yakama Nation. These entities are working with the State and Federal Agencies and others to develop salmon recovery plans for the upper Columbia River and tributaries. There are four components that must be addressed and integrated into a Salmon Recovery Plan. These components are known as the 4 “H”s and consist of Hatcheries, Hydropower, Harvest, and Habitat. Habitat in the Wenatchee and Entiat River Basins is the primary focus of the current Salmon Recovery Planning Effort being undertaken by the Chelan County Natural Resource Dept.

The Salmon Recovery Plans for the Wenatchee and Entiat Rivers have been completed. The Salmon Recovery Plans address the current status of the endangered or threatened species, the factors that led to their decline (and subsequent listing under the ESA), de-listing criteria, a strategy for recovery, social/economic considerations, relation to other efforts, and an implementation plan.

Chelan County Natural Resource Dept. Staff and contractors have beenworking closely and in partnership with existing planning efforts in the region including the Wenatchee Watershed Planning, Entiat Watershed Planning, Stemilt/Squilchuck Planning, and the Northwest Power and Conservation Council’s subbasin planning effort http://www.nwppc.org/fw/subbasinplanning/default.htm Cooperation and integration of these planning efforts will increase efficiency and reduce duplication of work already being done in the upper Columbia Region.

The mission of the Upper Columbia Salmon Recovery Board is to restore viable and sustainable populations of salmon, steelhead, bulltrout, and other at-risk species through collaborative, economically sensitive efforts, combined resources, and wise resource management of the Upper Columbia Region.
