Vehicle Licensing

New Vehicles

Purchased Out Of State

If the vehicle was purchased at a dealership in another state the paperwork will probably be mailed directly to our office. We will alert you when it arrives.

The following documentation is required at the time of registration:

  • Manufacturers' Statement of Origin (MSO)
  • Notarized signatures of every registered name to be shown on the title - this can be on a title application or in person at a licensing agency
  • Documentation of the purchase price - bill of sale or invoice from the out-of-state dealer
  • Federal Odometer statement
  • Name and address of lien holder
  • Proof of Sales Tax (if previously paid)

Used Vehicles

Purchased In State

You are required to transfer the title within 15 days of purchase or you will be charged a penalty fee of up to $100.00

Purchased from a Private Party

The following documentation is required:

  • Washington State title or affidavit in lieu of title with proper signatures
  • Each new owner must appear in person with Identification and be 18 years or older, or a title application must be presented with the notarized signatures of each new owner
  • Documentation of purchase price
  • Federal Odometer Statement if the vehicle is 9 years old or newer
  • Name and address of lien holder (if applicable)

You may also be asked to provide proof of the value of your vehicle if the purchase price appears to be well below what the fair market value of that vehicle.

Out of State Vehicles

If you are a new resident to the State of Washington you are required to license your vehicle within 30 days of becoming a Washington resident. The following documentation is required:

Out of state title

If you have a lien holder who is holding your title you will need a copy of the title and the registration.

  • Federal Odometer Statement if the vehicle is 9 years old or newer (usually part or your title)
  • Weight slip for all trucks unless the scale, un laden or shipping weight is on the title or registration
  • Picture Identification. You must be the owner of the car and must appear on the title and come in person to license the vehicle
  • Proof of Sales Tax. If you have a car, truck, motorcycle or moped; and you have owned it for more than 90 days in the prior state then you do not owe Washington State sales tax.
    You must bring in at least two pieces of paper not related to the car showing a prior out-of-state address to exempt you.
  • Use tax form. If you are licensing anything other than a truck, car, motorcycle or moped or if your vehicle is used commercially or owned by a partnership or association you may owe.

Use Tax

The following situations may require a Department of Revenue Use Tax Form prior to licensing If your vehicle is:

  • Used as a commercial vehicle
  • Owned by an association, partnership or corporation
  • Inherited
  • All trailers
  • Boat
  • Motor home
  • Campers
  • Travel Trailers
  • Off-Road Vehicle
